STPI’s Bhavya Lal participated in a panel on space threats (entitled Space Wars: The Reality of Space Threats(Open external link)) at WeDC Fest, a conference, held September 26-28, for the innovators, entrepreneurs, investors and government leaders. The conference featured 150 speakers who discussed everything from economic development and technology to health care and space.
On September 21, JAWD Director Dan Chiu and STPI Researcher Bhavya Lal participated in a Global Security Forum experts’ workshop at the Center for Strategic and International Studies (CSIS).
The U.S. Senate confirmed(Open external link) CARD’s John Whitley on September 18 as the Assistant Secretary of the Army (Financial Management & Comptroller). He assumed his new position on September 26.
STPI’s Bhavya Lal and Asha Balakrishnan participated in the Advanced Maui Optical and Space Surveillance Technologies (AMOS) Conference(Open external link) in Maui, which took place from September 11 to 14.
STPI Director Mark Lewis recently lectured on “Hypersonic Flight: Challenges, Successes and Opportunities(Open external link)” in NASA’s Langley's Pearl Young Theater as part of the center's Colloquium Series lecture. Dr. Lewis described the boom-and-bust cycles in the field of hypersonics: In order to help alleviate that trend, he added there needs to be coordinated efforts between the agency and its private partners to invest and retain young talent, emphasize wide-tunnel testing to compliment computer-based data collecting and to set realistic expectations on the technology. “Sometimes, we’re our own worst enemies that we tend to hype hypersonics,” he said. “I think it’s different this time.”
STPI’s Jason Gallo and Emily Sylak-Glassman were invited to provide the keynote briefing to the “International Workshop on the Policy Relevant Science Study: Policy Relevancy of the Arctic Marine Research Activities” held at the Japan Agency for Marine-Earth Science and Technology in Yokohama, Japan, August 30-31, 2018.
CARD’s Paul Thompson participated in the XXVII U.S.-Chile Defense Consultative Committee (DCC) in Santiago, Chile, on July 24 where he gave a 30-minute brief on the U.S.-Chile Defense Institution Reform Initiative (DIRI) collaboration. He was part of a 16-person U.S. delegation to the Chilean Ministry of Defense led by Deputy Assistant Secretary of Defense for Western Hemisphere Affairs Sergio de la Peña.
SFRD’s Deena Disraelly was selected to receive the Society of Women Engineers (SWE) 2018 Prism Award(Open external link). The Prism Award recognizes a woman who has charted her own path throughout her career, providing leadership in technology fields and professional organizations along the way. She will be recognized at SWE’s WE18 Conference awards banquet on October 20 in Minneapolis. Dr. Disraelly was nominated by STPI’s Alexis McKittrick.
IDA President David S.C. Chu was an invited participant on a panel discussion of the Minerva Research Initiative, a DoD grant program that supports social science research aimed at improving understanding of security issues, broadly defined. The panel discussion took place on July 19 at the National Academy of Sciences in Washington, D.C.
SFRD’s Katy Oh was quoted extensively in an article “Experts: South Korea’s '386 Generation' Favors Kim Regime Over U.S.(Open external link),” in the August 8 issue of Homeland 411, an online homeland security news source. She defines the 386 generation and describes how their opinions and thought processes differ from those of their parents. The term, coined in the early 1990s, derives from what was then the latest computer model, Intel’s 386, and refers to people then in their 30s, having attended university in the 1980s, and born in the 1960s.
SFRD Senior Fellow Peter Levine’s recent article “Commercial Items – If Only It Were So Easy(Open external link)” was published in the July-August 2018 issue of Defense AT&L, a publication of the Defense Acquisition University.
SFRD’s Peter Levine appeared on Sunday’s Government Matters(Open external link) to discuss the process of splitting the DoD’s office of Acquisition, Technology and Logistics into two new offices: Acquisition & Sustainment and Research & Engineering. He appeared on a panel with former Assistant Secretary of Defense for Logistics and Materiel Readiness David Berteau and former Under Secretary of Defense for Acquisition, Technology and Logistics John Young, Jr.
STPI’s Director Mark Lewis was quoted at length in “The Great Hypersonic Race(Open external link)” in the August 2018 issue of Air Force Magazine as a leading expert in hypersonics – aircraft and missiles that can cruise and maneuver at five times the speed of sound (Mach 5) or faster. Dr. Lewis is a former chief scientist of the U.S. Air Force.
STPI’s Leslie Abrahams has been appointed as a Local Host Committee Chair for the Society of Women Engineers (SWE). This chair position functions as the interface between society level leadership and local Baltimore-Washington area members. In addition to serving on the Baltimore-Washington section SWE Board for FY19, as Local Host Committee Chair, Dr. Abrahams will be responsible for leading the planning of the WE Local conference in Baltimore on February 8 and 9, 2019.
SFRD Director John Harvey, former Commander, U.S. Fleet Forces Command, has been invited to participate in a Blog Talk broadcast, Midrats on July 8 from 5 to 6 p.m. The show will be broadcast live over Blog Talk radio and later streamed on the cdr salamander blog(Open external link). This blog responds to current naval issues; the focus of this show will be the USS Fitzgerald and USS McCain collisions, one year later – what’s happened since then?

All topics for presentation were selected through a submission process and included regulatory burden impact on weapons acquisition, factors affecting weapons systems cost growth, quantification of affordability risk, and weapons system cost containment.
